The International Criminal Court has run into problems with its first big case - the situation in northern Uganda. There is no doubt that appalling crimes have occurred there. Nevertheless, the ICC has confronted hostility from a wide range of groups. While recognizing the difficulties involved, Tim Allen shows that much of the antipathy towards ICC's intervention is misplaced. He also draws out wider implications of what has happened.
