Studená válka již není dynamickým faktorem mezinárodních vztahů. Cesta Afriky k novému světovému uspořádání je však plná starých i nových problémů: extrémního etnicko-náboženského nacionalismu, který i nadále leží u zrodu většiny afrických konfliktů; kontinent je stále ponořen do hluboké propasti ekonomické stagnace; stále dochází ke katastrofickým válkám; ohromným problémem se stává zhoršování životního prostředí. Tyto stěžejní problémy dohromady ohrožují bezpečnost celého kontinentu. Přístup k otázce bezpečnosti v této knize se podstatně liší od tradičního, který dává prvenství hrozbám vojenským jako jedinému faktoru státní bezpečnosti.

The Cold War has ceased to be the dynamic factor in international relations. In Africa, the march toward a new world order is fraught with old problems and emerging ones: extreme ethno-religious nationalism still underscores intra-African conflicts; the continent is sunk more than ever before in the deep abyss of economic stagnation; catastrophic wars are still going on; environmental degradation is becoming a major problem. These are fundamental problems that collectively pose a threat to the security of the continent. The approach to the question of security in the book differs markedly from the traditional one that gives primacy to the threat of military aggression as sole factor in state security.
