Africké státy jsou příliš slabé, a proto jsou mírové operace nedofinancované, reakční a neadekvátní. Bohužel jen velmi málo států má prostředky na to, aby vysílaly své ozbrojené síly do vzdálených zemí. V důsledku se debaty o zamezování konfliktů a jejich řízení v Africe vždy točily kolem preventivní diplomacie. Ovšem ta se ukázala jen občas úspěšnou. Dosáhla úspěchu v Mozambiku, ale selhala v Angole. Čeho se tato publikace snaží docílit, je díky případovým studiím vypracovat nejlepší praktiky v oblasti preventivní diplomacie. Tato kniha je vhodná pro vědce, jak i pro politiky.

Given the weakness of African states, peacekeeping responses have proved under-resourced, reactive and inadequate. More importantly, few African states have the capacity to project force over long distances. As a result, the debates around conflict prevention and management in Africa has revolved around preventive diplomacy. However, preventive diplomacy has a chequered pedigree in Africa. Preventive diplomacy proved successful in Mozambique but failed in Angola. What the publications attemps to do is, by means of country case studies, to arrive at best practices in the field of preventive diplomacy.As such the publication is not only aimed at the scholar but also at the policy-maker.
