Internal displacement has created an unprecedented challenge for the international community: to find ways to respond to what is essentially an internal crisis. The study is one of the first in-depth looks at a problem that has emerged as one of the great human tragedies of our time. The study makes a compelling argument for more interventionist, international role to protect and assist internally displaced persons and elaborates legal and institutional mechanisms of response.
